The Office of Community Development, through its partnerships, programs, and administration of funding, pursues its primary goals, guided and defined by the US Department of Housing and Urban Development ("HUD"), as follows:
To develop viable urban communities by providing decent housing and a suitable living environment and to expand economic opportunities, principally for low- and moderate-income persons. The primary means toward this end are to extend and strengthen partnerships among all levels of government and the private sector, including for-profit and nonprofit organizations, and to aid in the production and operation of affordable housing.
