The City of Kingston Department of Public Works is headed by the Superintendent of Public Works, who oversees a workforce of 92 persons. The Department is responsible for the care and control over all of the public streets and sewers, whether storm or sanitary; public parking; the control, supervision and regulation of all matters affecting the street and traffic lighting of said city, whether by gas, electricity or otherwise; management of the City’s sewage treatment plant; the responsibility for causing the paving of streets and sidewalks, and to keep streets clean and in good order, free and clear of debris, snow, ice, dirt etc...; management of all street signage; the responsibility for daily refuse and recycling pick-up, including, but not limited to the pick-up of yard waste, wood and metal. In addition, the Department of Public Works has the responsibility to oversee all trees and plantings within the public domain. Frequently, the Department is called upon to work along with other City agencies to effect the completion of various improvement projects.
Another arm of Public Works is the Public Safety Division. The Safety Officer works closely with the Department, assuring that there is appropriate measures taken to ensure the safety of the general public, city workforce, public buildings and equipment. The officer provides several training programs, such as defensive driving, and conducts random drug and alcohol testing for all City employees.
A variety of permits are issued by the Department for sidewalk work, sewer repair, installation and connection, street openings, curb cuts, and matters relating to municipal trees.

The Building Safety Division of the Kingston Fire Department is responsible for all building inspection, zoning and permitting in the City of Kingston. The Kingston Fire Department is responsible for the enforcement of the New York State Uniform Fire Prevention and building Code within the City of Kingston. Municipal civil service commissions in New York State perform legislative, executive and judicial functions: legislative when making rules which have the force and effect of law; executive when administering the merit system, including determining general policy and establishing internal procedures; judicial when considering appeals from Civil Service Law decisions such as examination, position classification, and disciplinary actions.
The following outlines some of the statutory duties of a municipal civil service commission with citations to the sections of the Civil Service Law which apply. Each municipal civil service commission shall:
1. Administer the provisions of the Civil Service Law (Section 17)
2. Prescribe, amend and enforce suitable rules covering jurisdictional and position classifications, examinations, appointments, promotions, transfers, resignations and reinstatements (Section 20)
3. Have power to investigate the enforcement and effect of the Civil Service Law and Rules (Section 21)
4. Certify appropriate titles for new positions (Section 22)
5. Report to the State Civil Service Commission on how the law and rules are administered (Section 26)
6. Ascertain the merit and fitness of applications for competitive class positions (Section 50)
7. Certify eligible lists for appointments (Section 61)
8. Assist others in carrying out the duties of public officers (Section 95)
9. Maintain in detail the employment history of each employee (Section 97)
10. Certify payrolls (Section 100)
Formal Meetings: For the orderly transaction of business, a degree of formality is advisable. An agenda should be compiled by the secretary to the commission and sent to each commissioner prior to the commission meeting. It is also essential that the deliberations and decisions of meetings be recorded and confirmed at the next formal meeting. The formal meeting and decisions made should be recorded in official minutes signed either by the commission secretary of chairperson of the commission.

2008 HUD Income Limits
The Kingston Office of Community Development offers the following programs for residents of the City of Kingston:
1. Residential Rehab Programs: Two federally funded programs for low income eligible homeowners in HUD designated neighborhoods. One program provides a total grant of up to $15,000 for interior housing rehabilitation work. The other is a 50-50 loan-grant of up to $15,000 for exterior housing rehabilitation work. The loan portion of this program is interest free and payments may be spread out over a 10 year period.

The Corporation Counsel shall be appointed by the Mayor. The Corporation Counsel will serve at the pleasure of the Mayor.
The Corporation Counsel shall be the primary legal advisor of the Mayor, Common Council and of all commissions, departments and other offices of the city. The Corporation Counsel shall conduct, supervise or monitor, as required, the presecution and defense of all actions or proceedings brought by or against the city or by against any of its officers in their official capacity and appeal from all such orders, decisions and judgments as he or she deems advisable. The Corporation Counsel shall pay all moneys received by him or her on account of the city without delay to the Comptroller.

Procedure to Adopt a Dog from the City of Kingston:
Individuals wishing to adopt a dog that is currently being sheltered by the City of Kingston need to contact the City Dog Warden at (845) 334-3916 . All animals will be appropriately vaccinated for the rabies virus prior to being released to a new owner. There is no fee for the adoption of an animal, however, the new owner will be responsible for licensing the dog with their local clerk. These fees are for the City of Kingston only and are presently $6.50/year for a spayed or neutered dog and $14.50 for an un-spayed or un-neutered dog. Other communities may have different fee schedules. Adoption of animals is not restricted to City of Kingston residents only, it is open to any individual who is interested. Spay/Neuter certificates available while supply lasts.

The City of Kingston Engineer’s Office is responsible for design and management of construction projects and capital improvements such as drainage structures, roads, sewers, sewage pumping stations and parks. The City Engineer generates plans and specifications which are disseminated for public bid, manages project construction and approves payment to the contractors. The office also interfaces with other local, state and federal governmental agencies and administers an Industrial Pretreatment Program as part of the Clean Water Act, which regulates non-residential discharges to the City sewer system. Engineering also responds to official inquiries and works in concert with other City departments to maintain the municipal infrastructure. Public services that are supplied by this office include the issuance of flood zone proximity letters, weather documentation, street maintenance certifications, as well as responding directly to residents complaints or inquiries. The Engineer’s Office also maintains an extensive historical informational archive of maps available for public use.

We should always be prepared for any disaster whether it is natural or man made. Working with the Kingston Police Department, Mobile Life Support Services and the Ulster County Office of Emergency Management we continue to prepare for any emergency.
There is no better time learn how to prepare for any emergency than right now. Preparing is simply a matter of planning ahead and being ready to react to any situation that occurs. While our current focus is on the war and possible terrorism, we should always be prepared for any disaster whether it is natural or man made.. The Kingston Fire Department provides fire suppression, rescue and emergency medical service to the residents of the City of Kingston. The department operates from seven stations, three career and four volenteer. Staffed by 63 career personnel and 40 volunteers the fire department prides itself in a three minute response to any part of the City. The department is part of the Ulster County 911 sytstem and all emergency incidents should be reported by dailing 911. The department responds to approximately 4000 emergency incidents per year. We provide service with the largest staff of New York certified Emergency Medical Technicians in the Hudson Valley. We provide basic life support services and fire apparatus are equipped with cardiac defibrillator. The department works in conjunction with Mobile Life Support Services and Community Medical Transport who provide paramedic and transport to local hospitals. The department also provides hazardous materials response throughout Ulster County. Emergency response on the Rondout Creek and Hudson River is provided by Marine Fire Rescue a joint venture of the Cordts Hose Co. and Union Hose Co. volunteers. The City of Kingston has been designated as an Heritage Area by the State of New York. This makes it possible for the whole City to celebrate its rich heritage of commerce, transportation and development.
There are two Visitor Centers in Kingston, one located at #20 Broadway, in the historic Rondout Waterfront area and the other located at #308 Clinton Avenue, in the historic Stockade District. The Rondout Visitor Center is open year round, Monday through Friday, from 9:00 A.M. until 5:00 P.M. This Center offers extended weekend hours during the months of May through October, being available to tourists from 11:00 A.M. to 5:00 P.M. on Saturdays and Sundays. The Stockade Visitor Center is a seasonal center, open May through October, seven days a week, from 11:00 A.M. until 5:00 P.M.
Each center has a standing exhibit about the history of Kingston and special exhibits throughout the year showcasing particular aspects about the community. The staff at each center looks forward to answering questions about the history of Kingston and providing information about the many special attractions and events that the City of Kingston has to offer. Public restroom facilities, information centers and gift shops are located in each Visitors Center.

Take New York State Thruway (I87) to Exit 19.
Through toll booth to the Rotary/Circle
Take third exit off of Circle (Broadway/Chandler Drive)
Stay in right lane on Chandler Drive. At traffic light, continue straight and bear left onto Broadway
Stay on Broadway for 2.5 miles
At intersection with Burger King on the left, proceed straight. Continue on Broadway. The road will curve and lead to a traffic light.
At light take a left. Continue down hill.
The Visitor's Center at Heritage Area is the last brick building on the left side of Broadway. There is on-street parking and two public parking lots.

The Commission on Human Rights, in the City of Kingston, is responsible for receiving complaints of alleged discrimination because of race, creed, sexual orientation, age, gender, military status, disability, marital status. We seek the assistance of the State Commission on Human Rights, in the resolution of complaints which fall within the jurisdiction of the State Commission, and prepare our own plans in the case of other complaints, with a view to reducing and eliminating such alleged discrimination through the process of conference, conciliation, and persuasion: hold conferences and other public meetings in the interest of and in the constructive resolution of racial, religious and nationality group tensions and the prejudice and discrimination occasioned thereby; investigates complaints of sexual harassment and the Director serves as the Equal Opportunity and Affirmative Action Officer.

In Kingston, a full time Mayor serves as Chief Executive Officer. The mayoral term is four years. As the top elected official, the Mayor oversees operation of the City, reviewing departmental specifics with all department heads. He is responsible for the annual City budget which is presented to the Common Council for its review in October of each calendar year. He also appoints commissioners or board members who serve either in a policy setting or advisory capacity. The City Charter names the Mayor as President of the Police, Fire, Public Works and Water Boards. As such, he is entitled to chair these commissions. The Charter also dictates that he deliver his Mayor's message to the Common Council each year on January 1. The message is, in essence, a state of the City address, outlining the accomplishments of his administration the preceding year and defining his plans for the upcoming year. While not mandated, it is expected that he will use his office to set the ground work for development of the projects he sets forth.
The Mayor can submit proposed legislation to the Common Council for referral to the appropriate Committee for their consideration and he has the power to veto any legislation it passes when he deems it not in the best interest of the City. This power is rarely used since most issues are explored and discussed prior to the final legislative step.
The Mayor is often invited to participate in community events and to contribute his time and efforts to their success. While such activities tend to be voluntary, it is to his advantage and that of the City when he uses a hands on approach that keeps him informed and aware of the concerns and interests of his constituency. An average business day finds the Mayor meeting with officilas from other government agencies (i.e.- the County, the State, etc.), City employees, taxpayers who seek his intervention and/or advice and those who simply want to discuss a matter they feel would be of interest to him. Many meetings are held during the evening, thus he is often required to be at his desk for 10 to 12 hours a day.

Parking, uninspected and uninsured violations are all taken in the City Comptrollers office at City Hall. Checks should be made payable to the City Comptroller. If mailing payment, it must be postmarked by the 15th calendar day of issuance of ticket.
The City of Kingston has Scofflaw Program - 3 or more parking tickets within 18 months, will scofflaw your registration, which means you cannot renew it, 20 or more parking tickets suspends your registration and you will get a notice from DMV to surrender your license plates.

Kingston Tree Commission – The Recreation Office oversees all activities of the Commission including and annual street tree planting program for businesses and residents, the Annual Arbor Ceremony which is partnered with the school district, and sponsoring the NYS Arbor Day Poster Contest for all fifth grade students in Kingston. In addition, workshops are conducted for residents in skills such as basic pruning activities and we oversee other projects to promote urban forestry, i.e.- City Tree Nursery, Development of a Nature Trail, Restoration of Pine Grove Avenue median. The City has been designated as a “Tree City USA” for 7 years straight, and we have been given awards for work undertaken in 6 of those years.

The Kingston Planning Office has a staff of four, the City Planner, an Assistant Planner, a Planning Aide and a Clerk. The Planning Office has several activities that it oversees on a regular basis.
• Kingston Planning Board – Regular meetings are held once a month, typically on the second Monday evening, with exceptions made for holidays. Special meetings are held as needed, at the call of the Chairman. The Board undertakes reviews of site plans, subdivisions, special permits, curb cut requests, rezoning applications for both map changes and text amendments, SEQR reviews and zoning variance recommendations upon the request of the ZEO. As staff to the Planning Board our primary responsibilities are to meet with applicants and/or their designated representative to discuss the process and information needed to make submissions. We provide individuals with technical assistance in matters regarding planning, zoning and the SEQR laws. Detail reviews of plans are completed and site inspections made to assist the Board with the decision making process. Follow-up meetings and inspections are completed with Building Officials and Planning staff to insure compliance with approved plans.
• Surplus City Owned Property and Paper Street Sales – Each year the City
forecloses on properties for non-payment of taxes. At least one major sale is
administered per year, with others scheduled as needed, or on first come first serve basis. In addition to coordinating all sales, the Planning Department is responsible for handling payments, bid deposits, transfers, deed filings and follow-up on activity occurring for renovation/rehabilitation/new construction at each site. Paper streets are also sold according to the Local Laws, as requested by adjacent land owners. This process involves coordination of all adjacent property owners being offered a proportionate share based on their existing parcels.
• Kingston Web Site and Internet Access – Working closely with the City Network Administrator and then following through with recommendations, this office was
responsible for working directly to oversee the web site for the City and most recently instituted a project to make the City web presence more receptive and interactive to the community.

The Inspector is responsible for the oversight of any new installation and renovation which involves modifications to existing plumbing services. In addition, she coordinates with other City Departments, such as the Water Department or the Department of Public Works, the installation of municipal services. The Inspector oversees the licensing of all master plumbers and is responsible for issuing permits on work performed within the City limits.

The Kingston Police Department is a 76 member force, with 6 dispatchers, 5 court officers and 3 civilian staff, serving a residential population of 25,000 people, in a 7.4 square mile area. This population swells to over 55,000 daytime, due to the work forces, schools and light industries in and around the City. It is also very near the New York State Thruway (Exit 19), which provides easy exit points for travelers to the City.
The Kingston Police Department has New York State Accreditation and the Department's motto is "Committed to Excellence". The Police Department consists of the Uniformed Division, the Detective Division, the Administrative Division and the Narcotics Unit. Some of the other units and programs are the D.A.R.E. program, with a full time officer, a K-9 Unit with 5 dogs, and an Emergency Services Unit. The Registrar's Office has all birth and death certificates for anyone who was born or died in the City of Kingston.
Records begin in July of 1881.
How to obtain a record:
Birth: Write a letter stating Name, Date of Birth, Father's Name, Mother's Maiden name, Reason for request, relationship to person whose record is requested.
There is a $10.00 fee per copy. A money order must be made out to City of Kingston.
Also you must include a photocopy of one of these acceptable IDs:

3. Passport
4. Naturalization Papers
5. Military ID
6. Employer's Photo ID
7. Two Utility bills, showing applicants name and address
8. Police report of lost or stolen ID

1. Genealogical Research
Uncertified copies or abstracts from records of birth, death, and marriage may be provided for genealogical research purposes subject to the restrictions specified in this summary. All requests must be submitted in writing and include payment of the applicable statutary fee. The applicant shall be required to pay the specified fee for the time spent for the search and uncertified copy of notification of no record.
2. Who is authorized to do the searching?
Record searches shall be conducted only by the following persons in the fiels maintinated by their respective agencies:
a. authorized employees of the State Department of Health
b. a local registrar, deputy registrar, or an authorized employee of the registrar
c. a town or city clerk, deputy clerk, or an authorized employee of the town or city clertk.
3. What records are available?
a. No information shall be released from a record of birth which as been placed in a confidential file pursuant to Public Health Law Section 4138.
b. No information shall be released from a record of birth unless the record has been on file for at least 75 years and the person to whom the record relates is known to the applicant to be deceased.
c. No information shall be released from a record of death unless the record has been on file for at least 50 years.
d. No information shall be released from a record of marriage unless the record has been on file for at least 50 years and the parties tot he marriage are known to the applicant to be deceased.
e. The time periods specified in (3B), (3C) and (3D) are waived to the applicant is a descendant or has been designated toa ct on behalf of a descendant of the person whose record is being requested. A descendant is a person in the direct line of descent. The applicant shall provide documentation of descendancy prior to the release of information in those instances where a waiver of the waiting period is requested. A party acting on behalf of a descendant shall further provide documentation that the descendant authorized the party to make such application.
f. All uncertified copies, abstracts, or information issued for genealogical research purposes shall be clearly markd with the statement "For Genealogical Purposes Only."

The City of Kingston Water Department was founded on May 27, 1895 by a special act of the New York State Legislature to provide potable water to the residents of the City of Kingston. It is a financially and administratively independent department within the City of Kingston and is governed by the Board of Water Commissioners. The Board is a continuously sitting body and each member is appointed to a five (5) year term by the Mayor. The Mayor is a voting member of the Board. The current members of the Board include:

Among other responsibilities, the Board sets Department policy and establishes all rules and regulations which it deems essential to the protection of the public interest in the management of the Water Department as defined by the Kingston City Charter. The daily operation is under the direction of Superintendent Judith Hansen. As a financially independent Department, all revenues received from water rents and other related activities remain within the Department to fund its operation. The sales of water accounts for approximately 95% of the Department's revenue and no revenues are received from Federal, State, or local taxes. The Board establishes all water rates and approves all expenditures and the Department currently operates on an annual budget of $2,488,000. System Overview
Source: The Mink Hollow Stream is the principal source of Kingston's Water. With its headwaters in the Catskills, near Tannersville, NY, the water is of excellent quality. This 8.6 square mile watershed is largely undeveloped and sparsely populated and approximately half of the watershed is under the jurisdiction of the Catskill State Park. Significant portions of this watershed are owned and managed by the City of Kingston and, in this way, we are able to exert direct control over the quality of this resource.
Water from the Mink Hollow Stream is piped into the Cooper Lake Reservoir. Located in Lake Hill, New York, Cooper Lake is Kingston's principal raw water storage reservoir, containing some 1.2 billion gallons of water. From Cooper Lake, water flows to our Edmund T. Cloonan Water Treatment Plant via a system of cast iron transmission mains.
Treatment: The Edmund T. Cloonan Water Treatment Plant was constructed in 1899 and has a nominal capacity of 8 million gallons per day. Treatment consists of Chlorine disinfection, direct-in-line filtration with alum coagulation, and corrosion control via the addition of lime. Although various improvements have been made to this facility, it runs essentially as it was designed and still provides for the needs of our customers. A series of improvements are currently underway that will ensure the Plant continues to serve our community well into the next century.
The Laboratory of the Kingston Water Department is located on the second floor of the Plant and is certified by the New York State Health Department for the bacteriological examination of water. Routine monitoring of various physical and chemical parameters also occurs in the lab. For a modest fee, the lab is open to the public for the microbiological examination of water.
Distribution: Water is piped from the Treatment Plant to the Binnewater Reservoir, our primary storage facility. Located in the Town of Ulster, it contains 12 million gallons of treated water and acts to stabilize pressure gradients on the conduits entering the City. From this Reservoir, three cast iron transmission mains carry water into the City of Kingston. Within the City, there are approximately 100 miles of water mains and nearly 900 hydrants. The system has been evaluated by the Insurance Service Office (ISO) of New York and has received a Class 4 fire insurance rating. There are some 8,500 service connections and the average daily flow is about 3.5 million gallons per day.
Water Quality: The quality of Kingston's water is excellent. It is a low alkalinity, low hardness product with virtually no color or odor and little turbidity. It has no discernible tastes and odors. Like all public water supplies, it is closely monitored by the New York State Health Department and the Ulster County Health Department and meets all applicable EPA and New York State Health Department Standards.
